Personal budgets involve the person who is eligible for support knowing, up front and early, what their budget is likely to be. This is so that they can begin to plan the support they need (with help if they need it). In order to be able to do this Local Authorities need a way of being able to calculate the budget someone might get.
In October 2009 ADASS produced the common resource allcation framework. This is part of a set of materials called Making progress with Putting People First. The common resource allocation framework is the product of a project involving 18 councils, citizen leaders (comprising disabled people and family members), with expert advice from the In Control organisation. It offers the potential of a standardised approach to resource allocation by councils. The two key products of the framework are: a set of practical resource allocation tools for use by councils, and policy advice to support implementation.
