In October 2009 ADASS and the Department of Health published a set of materials which aim to help councils make progress with implementing Putting People First. These bring together the latest learning from councils and are linked to the Putting People First milestones agreed between ADASS, the Local Government Association and the Department of Health in September. - Working together for change: using person-centred information for commissioning
The Department of Health worked with a group of councils, providers, community organisations and people using services to test and refine a method for collating and analysing person-centred information for use in strategic commissioning. We called this process Working together for change. - Changing lives together: using person-centred outcomes to measure results in social care
his paper looks at how councils can work together with citizens to develop new ways to measure success in social services at a local level. It shares the learning from several initiatives that aim to find out if people achieve outcomes that are important to them. It explains how councils can use local evidence on results alongside national indicators. - Supporting micromarket development: a practical guide for local authorities
This project aimed to help councils to develop a range of micro care and support services. These arrangements provide real choice for people to live the lives that they choose as part of their local community. Learning from the first phase has been brought together in a guide for local authorities and other organisations interested in stimulating and supporting micro enterprise in their area. - Planning for transformation framework: Stage summaries
The Planning for Transformation Framework. It takes councils through the different stages of setting up and delievering a programme to transform their social care systems, and highlights some of the key decisions to be made along the way.

- Local Innovation Awards - 2009/10
The Local Innovation Awards, jointly designed by the Government and the Local Government Association, recognises the country's most innovative councils, fire services and other partners. - Cash bonus to give young jobless a start in social care
Employers across Britain will get £1,000 for taking on a young person who is struggling to find work. Additional free pre-employment training packages will also get young recruits off to a flying start through the Care First Careers initiative announced by Care Services Minister, Phil Hope, and Work and Pensions Minister, Jim Knight. - Additional support for local delivery of personal budgets
Jeff Jerome, National Director for Social Care Transformation at ADASS, has written to all councils in England offering to provide extra support to councils to implement personal budgets over the next 12 months. For more information see the letter sent to directors of adult social services on 5 February 2010. - Launch of the national evaluation of the Partnerships for Older People Projects (POPPs)
The key message coming out of the evaluation is that preventative services result in an improved quality of life for participants and considerable savings, as well as better local working relationships. Different types of prevention generated different amounts of savings. The pilots were so successful because services were developed by local people to meet local needs - the involvement of older people and staff in how the services changed and developed was essential. - A guide to co-production with older people
A small co-production design team involving older people and strategic leads from three local authorities worked with NDTi and Helen Sanderson Associates to produce a further related publication on understanding co-production and how to make it happen with older people.
