With an increased policy drive towards joint working between health and social care, the concept of whole system working continues to bear great significance yet it is a concept still very much in its infancy. This discussion paper aims to develop the debate around the factors behind whole systems working and explores issues in managing a whole system. A revision of the earlier ICN discussion paper published in 2004, this paper makes practical suggestions as well as gives illustrations of whole system working in practice.
