Jeremy Porteus, National Programme Lead - CSIP NetworksJeremy Porteus was previously Head of Corporate Policy, in the Chief Executive's Unit at Anchor Trust where he commissioned and managed key policy and research projects and led on several implementation programmes affecting the housing, care and support needs of older people and people with disabilities, including Supporting People. Prior to Anchor, Jeremy worked for the Royal National Institute for the Blind and Barnet Housing Aid Centre, managing housing advice, training and consultancy services to improve the housing rights and choices for vulnerable people. In 2001 Jeremy chaired the Department of Trade and Industry's (DTI) Task Force on Design for Daily Living under the Foresight Ageing Population Panel. He has also visited Japan, Taiwan and Singapore to share good practice on Smart housing and healthcare technologies (DTI 2000-2002). Jeremy is a past housing association Committee Member and a Member of Care & Repair England. He also sits on the Department of Communities and Local Government Housing for Older People Working Group.
Edward Harding, ICN Network Manager
Ed Harding joined the Integrated Care Network at the Care Services Improvement Partnership in January 2008, arriving from the London based think tank, the International Longevity Centre UK (ILC).
He has published several papers and guidance documents on topics on population, ageing, older people's health and wellbeing, housing and mental health. Previously he carried out public affairs work with the voluntary, health and local government sectors and with various government-backed campaign groups.
At the ILC he specialised in using locality data to develop housing, health and community strategies around promoting health and wellbeing. He also co-developed sections of Lifetime Homes, Lifetime neighbourhoods -Towards a National Housing Strategy for an Ageing Society in conjunction with the Communities and Local government team.
Robin Lorimer, ICN AssociateRobin is an independent management consultant with a background in primary and community care. He is working with the Integrated Care Network on tools to support the practical elements of partneship development including links to PBC, guidance on S31 Health Act flexibilities and assessemnt of Care Trust applications. Robin also works closely with other departments or agencies from time to time including NTA, DFES and Welsh Assembly. He was previoulsy the national lead for the DH Change Agent Team Learning Improvement Network (discharge planning and integrated care pathways) and has acted as a Primary Care advisor to the Emergency Services Team. Earlier roles have included Head of Primary Care, NHS Executive South East Region, and Director of a Health Authority (commissioning for Primary and Community Care - with examples of his work in partnership development cited as good practice by the Audit Commission). Robin has also worked within Social Care as a part of a formative career.
Nigel Walker, CSIP Commissioning LeadNigel has been employed in social care, health and independent organisations for over 30 years. His experience includes work across all service user groups. He has worked in a number of local authorities during this time and has been a part of joint teams, gaining a post-graduate management qualification in Health and Social Care from Hull University in 1994. Following periods in staff, service and policy development, as well as having senior management responsibility for service delivery, he was Business Development lead for East Riding of Yorkshire Council until becoming Director of Care Services for an independent sector not-for-profit company in 2000. He is now lead for the Care Services Improvement Partnership (CSIP) national commissioning programme and has been working with the Department of Health and CSIP for three years, most recently leading the consultation process on the Commissioning Framework for Health and Wellbeing.
- Janet Crampton, CSIP Networks Associate
Janet has been a full-time member of the Department of Health's Change Agent Team since June 2002, holding the lead for commissioning for CSIP's National Older People's Programme. She has written several self-assessment tools that enable NHS and local authority partners to audit their commissioning effectiveness. Janet also supports CSIP commissioning by identifying emerging good practice, writing this up and disseminating the information via CSIP Networks.
Clare Skidmore, Extra Care Housing Programme ManagerFor several years, Clare was involved in the People First movement, supporting self-advocates with learning disabilities to speak out and have more control over their lives. This work included supporting a group of self-advocates to participate in the National Forum of People with Learning Disabilities. She completed an MA in Social Work at York University in June 2001. Clare joined Kent County Council's graduate scheme in June 2002, working on a range of projects with County Councillors and with the Strategic Learning Disability Development Team. Clare was appointed as the Telecare Project Manager in April 2004, responsible for working in partnership with service users and carers, adult social care services, health, housing, the independent sector, and other key partners to ensure the development of good quality, easily accessible, and integrated Telecare services in Kent. Since November 2006, Clare has been continuing in this role on a part-time basis, alongside a secondment to the CSIP Housing LIN at the Department of Health, working on the Extra Care Housing Programme.
Karen Divall, Extra Care Housing Programme ManagerKarin Divall is one of two extra care housing grant programme managers within the Housing LIN. She has worked in both housing and adult social care services in local government and currently manages services for disabled adults and provides the lead for extra care and telecare within Brighton & Hove City Council. Karin previously acted as an expert adviser for the Local Government Association in developing the Housing Act 2004. She has provided expert advice to the Government on the development of best practice guidance for delivering adaptations and was a member of a Department of Health policy collaborative developing guidance and advice on their preventative technologies grant. She is seconded from Brighton & Hove on a part time basis to the CSIP, where she is the lead for extra care housing, working with authorities who have applied for, or received Department of Health extra care housing funding in previous years.
Denise Gillie, Learning and Service Improvement ManagerOriginally working as a lawyer, Denise moved into social housing and had 14 years experience developing and managing a range of services for older people, as well as project management, strategic planning and Best Value. In January 2000 she was seconded to the Office of the Deputy Prime Minister (ODPM) as Project Manager for Supporting People. Here she managed a team that developed the programme, working across and outside of government with a range of stakeholders. In May 2001 she joined Durham Social Services successfully managing the Durham and Districts Supporting People partnership, where she developed new services, including extra care housing and provision for individuals with learning disabilities moving out of a long stay hospital. In December 2002 she left to become Older People's Policy Lead for County Durham and Tees Valley Strategic Health Authority, from where she was seconded (part-time) to the Department of Health to provide policy advice on housing issues and mange the Extra Care Housing programme.
Yvonne Maxwell, Inclusion and Equalities Project ManagerYvonne has a wide range of experience in a number of settings, such as the third sector, supported housing, residential care, social care, health and government departments. This has included work with people with mental health problems, learning disabilities, older people, children and families and youth work. Her professional background is as a social worker. Yvonne worked in the National Supporting People Team at the then ODPM, in the Integrated Care Network (CSIP/DH) and is now Social Inclusion and Equalities Lead in the Housing Network (CSIP/DH).
Mike Clark, CSIP Networks Associate
Prof. Steve Onyett, Senior Development ConsultantSteve Onyett leads on leadership, teamworking and R&D for CSIP South West. He is Visiting Professor at the Faculty of Health and Social Care at the University of the West of England and has published widely, including "Teamworking in Mental Health" (2003; Palgrave Macmillan,) and "Case Management in Mental Health" (1998, Stanley Thornes). He moved to the south west in 1998 from South Kent where he was Head of Clinical Psychology. He founded and managed one of the earliest assertive community treatment teams in inner London. Other roles have included researcher, service development consultant, senior professional manager and trainer in mental health. Most recently he developed with Aston Business School the "Effective Teamworking and Leadership in Mental Health" programme which was rolled out through CSIP development centres. He currently heads a national "Developing Effective Leadership for Social Inclusion" initiative as part of the National Social Inclusion Programme. He has also recently concluded a national survey of crisis resolution teams, and is leading the development of the "Working Psychologically in Teams" document for the British Psychological Society and NIMHE New Ways of Working initiative. He currently leads the Leadership & team work development LIN.
